This report is the compilation of work done for the Metro Organizations for People (MOP) by Augenblick, Palaich and Associates (APA). The work focused on the Denver Public Schools (DPS) Student Based
Budgeting system (SBB). APA examined three main issues:
- The needed parameters for the Student Based Budgeting (SBB) system,
- The use of average salaries versus actual salaries in allocating funds to schools, and
- Review of the District Budget.
