Unraveling the DPS Budget: Toward Transparency & Equity through Weighted Student Funding

This publication is the result of more than two years of organizing efforts by parent, faculty, community
and youth leaders of Metro Organizations for People (MOP), an organization focused on ensuring
quality education for all students in Denver Public Schools (DPS). The report looks at school district
financing in DPS and:

  • Provides an overview of DPS budgeting as it relates to school funding;
  • Presents MOP's research on weighted funding for low-income students and English language learners;
  • Presents the basics of weighted student funding as a more transparent and equitable method of funding for schools; and
  • Supports the district in its move forward with the adoption of weighted student funding while also establishing greater weights for low-income students and English language learners.

This publication also lifts up the inequities created by average teacher salaries and looks at the potential
of the district's ProComp teacher compensation model to at least partially address this issue.
Through the publication of this research MOP continues its role alongside others in the education
reform community as a powerful voice for high quality education for all our children.
