Community negotiates historic agreement with developer
San Francisco Organizing Project

After months of negotiations, PICO affiliate San Francisco Organizing Project (SFOP), together with ACORN and the San Francisco Labor Council, reached a historic community benefits agreement with the Lennar Corporation, the developer of the Bayview-Hunter's Point Shipyard.

For the first time in San Francisco history, an alliance of community and labor groups worked together to secure a binding agreement from a private developer to include an extensive list of benefits as part of a major redevelopment project. With a commitment to build over 3,500 units of affordable housing – 32 percent of the 10,000 housing units in the project – the agreement also sets a record in San Francisco for the largest percentage of affordable housing units for any development in the city's history.

The list of benefits secured in the agreement includes:

  • Over 3500 units of affordable housing with opportunities for both rental and homeownership.
  • An $8.5 million investment in workforce development for residents of District 10 that will be matched dollar for dollar by the city (for a total of $17 million).
  • A commitment by the developer to build two, three, and four-bedroom family housing.
  • Guaranteed hiring of local residents for thousands of living wage, union jobs in service, hotel, food, grocery and retail.
  • A guarantee that the Alice Griffith housing project will be built first and that residents will have relocation services guaranteeing a supported transition to their newly built homes.
  • Down payment assistance, first-time home buyer assistance and District 10 outreach plans that outline a clear strategy to reverse the trend of African American families leaving San Francisco.

The agreement sets up a legally binding system of accountability, as well as an implementation committee made up of Lennar, SFOP, ACORN, the Labor Council, the Citizen's Advisory Committee, and the Project Area Committee.
